This says lvl 55 but I was able to equip it at lvl 38. My herbalism skill was 256. Maybe the lvl refers to when you can craft it?

It refers to the item level, which is a measure of the quality of the item. It is not related to character level required to use.

So far this is the largest herb bag you can get, which is a bit odd considering the fact that the other professions can get 28 slot bags :-(

if it happens you're herbalist as i am, this item will bring you loads of gold.
on my server i sell this for 50 to 60g, and it seems to be a very popular bag as i sold 4 of them in 2 days.

to make it will cost you only ~7g (if you have to buy Purple Lotus, this usually sells for 15-20g for 10pcs, so you lose half of your profit...)

This is a great goldmaker, and you don't even have to be a tailor to make a good profit. I'm a herbalist/alchemist myself and have this bag made by random tailors I whisper on the trade channel. Having herbalism as one of your professions means you can farm the Purple Lotus yourself, so you won't have to waste precious gold buying it at the auction house.

This bag sells for about 45-50 gold on my server. Usually there are only a couple of them for sale at the AH, so competition is very low. Apparently most tailors don't want to go through the trouble of obtaining the recipe from the vendor in Silithus, even though you only need to be Friendly with the Cenarion Circle. As a level 70 character it should not take hours of questing to achieve such a modest amount of reputation.

Add to that that the Outland vendors who sell bags (Caregiver Ophera Windfury, Fabian Lanzonelli and Floyd Pinkus) don't sell herb bags and you should be able to make lots of gold with this baby.

I don't remember how much of the morrowgrain was necessary for the pattern, I only remember that it was kind of a pain to get if you were short Terreno di Un'Goro, because it used to be sold for ridiculous prices on the AH.

However! It should be noted that since Archdruid Fandral Staghelm was finally revealed to be using all of that morrowgrain people were collecting for him for the purpose of slowly poisoning (among other things) Archdruid Malfurion Stormrage during the whole Emerald Nightmare drama, he's been hauled off by the Cenarion Circle first to Mt. Hyjal and later to the Moonglade and imprisoned (and apparently he's going to be a raid boss when we face off against Ragnaros 2.0, if the new epic Thrall questline that's going to be released soon is any indication.).

SO. No more quest related NPC to talk to equals no more hoarding morrowgrain or Un'Goro Soil to make morrowgrain. Happy tailor /dance!

TLDR
No more morrowgrain is necessary to make this bag. This was as of 4.0.3a, so all of that related stuff can be deleted, unless you like keeping it for old times sake.
