It is possible to get this in Orgrimmar from Tauren citizens, like the male one that walks around north of the lake on valley of honor. I usually find him in front of the mining trainer shop.

Chepi (reagent vendor on lower tier) in TB has given me flowers every single time, while it may take a minute or two to get the <3 back above her head, its worth the wait instead of running around all over looking for those super rare NPC's that arent guards.

Kon Yelloweyes on Hunters Rise by all the battlemasters is the best place to sit and farm these guarenteed (sp).

These, like their counterparts from Orgrimmar and Undercity, are gotten from named NPCs, while you have the "Adored" debuff, preventing you from getting Gifts of Adoration but not the regular ones. At least I found no exception to this rule while doing the event.
