This is available in outlands only in Nagrand. For the alliance, you need to be friendly with the Kurenai to be able to speak to the vendor, and I assume the same with Horde and Mag'har faction.

Or just go to Exodar/Silvermoon and pick it up without the rep requirements.

I couldn't pick it up on my lock until 63 or so because of this, so I went to Exodar instead. It will also be in stock more reliably in Exodar/Silvermoon since they are less used cities anymore.

In order to buy patterns Modello: Guanti di Telanima or Modello: Rotolo di Telanima from Borto, you need to be at least neutral with the Kurenai faction. To accomplish this quickly, fly to Orebage Harbor in Paludi di Zangar and do 2 or 3 quests from http://www.wowhead.com/npc=18008. *For Alliance*
