The buff reads "You smell great!" and is called Acqua di Colonia. It is possible to have this buff on at the same time as the Bomba Puzzolente! debuff, which reads "You smell horrible."

This is actually still in game! You can buy these from the people in the Inn at Southshore when the Southshore vs Tarren Mill Brawl is going on! I can't recall whom it was, but you can buy both Boccetta di Profumo and Boccetta di Colonia from an npc inside the Inn.
