I was able to get skill ups making these even though they were gray in the tradeskill window. I haven't found the cap yet but skilled up to 287 on them so far.

I followed the Enchanting powerleveling guide on the WoW forums, which says to use this to skill up from 250-270 by making 20 of them. Unfortunately, 20 of them only got me to 267. Not terrible, but perhaps the skill acquisition rate has been changed on this? I'm a lvl 44 Orc warlock with 128 int, 76 base int, if that makes any difference (maybe I'm at a relatively low level and low int for this, causing skillups to fail more frequently?). Would not let me apply this to my level 34 "Murphstar of healing"
I'm level 43, so I assume your item has to be level 40 as well.

At the release of Lich King, temporary weapon enhancements (oils & stones) worked on items all the way to those requiring level 80 (I applied it to Totemic Purification Rod with no problems), this was changed by Blizzard within weeks of release. After much experimenting I found that (at version 3.0.9) the current cut off for using these is any weapon with item value of 162 (as rated in the Armory). Any weapon at or above 166 will alert the user that the attempt failed but will not consume the object. I was able to apply oil to a Levitating Dagger (BOE green) which requires level 75 to use.

Doesn't work on my Scepter of Celebras and that has an item level of 39.
