The tooltip is somewhat misleading. The oil can only be used on an item of level 30 or higher. The ability to use it has nothing at all to do with character level.

You can see what item level your weapon is by looking it up on this website.

I have a 29 twink balance druid and if you have a lvl 30+ aply it for you it will work i promise you. Its a pain in the ass to bug people to do it for you but its double the damage as minor wizard oil and persists through death

Does anyone know if spell damage = spell power? I.e. also applies to healing?

I tried this on my lock and my damage and my healing increased so... yes it works on healing as well

Thus a >30 character could apply it on a 29 twink >30 ilvl weapon

At the release of Lich King, temporary weapon enhancements (oils & stones) worked on items all the way to those requiring level 80 (I applied it to Totemic Purification Rod with no problems), this was changed by Blizzard within weeks of release. After much experimenting I found that (at version 3.0.9) the current cut off for using these is any weapon with item value of 162 (as rated in the Armory). Any weapon at or above 166 will alert the user that the attempt failed but will not consume the object. I was able to apply oil to a Levitating Dagger (BOE green) which requires level 75 to use.

Just tested it on live servers- does NOT work on BoA weapons, much to my disdain.

After 2 hours when the staff was no longer 'tradeable' I was able to apply this oil to it.

"Spell not learned" error while trying to apply it to my newly looted Illusionary Rod from SM. I was using it on a 1h green i had before and can still apply it to this weap, but no go for my shiny new blue staff.

In my opinion, you should always use items like these. Weapon oil, sharpening stones etc. They are extremely easy to make, and reasonably cheap on the auction house, and they give such an extreme boost.

As of patch 5.4 the lesser wizard oil intellect buff was nerfed from +15 to +7. Why blizz would do this now is puzzling. It has been +15 as far back as I can remember and a favorite for low level caster / healers leveling their toons as well as a mainstay buff for level capped pvp twinks. It is still applicable to BOA weapons and can still be stacked on top of all the buffs.
