Just for anyone who like me was wondering what the heck to do with these things
(since there seems to be absolutely no information on the subject anywhere i've checked)

they are to be use along with:
Twilight Cultist Mantle
Twilight Cultist Cowl
Twilight Cultist Robe
Twilight Cultist Medallion of Station
Twilight Cultist Ring of Lordship

inorder to summon the boss specific to the scepter (as you may have guessed there are 4 of these things)
Scepter of Beckoning: Water Summons Lord Skwol (Big Hydra Boss)
Scepter of Beckoning: Thunder Summons High Marshal Whirlaxis (Giant Wind Serpent)
Scepter of Beckoning: Stone Summons Baron Kazum (Stone Giant)
Scepter of Beckoning: Fire Summons Prince Skaldrenox (Flame Naga? sorry i dont know the propper name for these guys)

To use one these scepters go to one of the 3 Greater Wind Stone's in silithus and use it while wearing all the cultist gear mentioned above and use the stone
you'll have the option to call forth a random boss like you usually would without a scepter and an option to call forth the boss specific to the scepter

these days i suppose this would be rather useless
but back in the olden days i'd suspect this would have been rather handy if you happened to be farming for a drop from one of these guys

over all summoning up one of these guys is an epic quest on its own and i'd recommend that everyone do it atleast once

NOTE: This spell/usage is no longer valid post-Cataclysm. It is supposedly safe to disenchant, sell, or toss the required items (per two different in-game GMs, though a third did say maybe there will be use for them but he wasn't certain AT ALL of this).

It was originally used specifically for the various Silithus quest chains to create various elemental scepters, which had required randomly annoying drop items Coprispalle del Cultista del Crepuscolo, Tonaca del Cultista del Crepuscolo, and Copricapo del Cultista del Crepuscolo along with the Medaglione della Ricezione dei Cultisti del Crepuscolo/Anello del Comando dei Cultisti del Crepuscolo to summon various quest-only elemental Templar/lords (no longer in the game or this site), often leading to another summoning quest or chain elsewhere. The main quest items stemming from dropped Ritagli del Bollettino Vero Credente Decifrati.

The entire set of Silithus quest chains were all broken when Blizzard rushed the development of the Cataclysm expansion without deciding on how to renovate the Silithus zone to match changes in Cata (hence many of the basic quests here are still from pre-WotLK coding), to include the Ahn'qiraj. Instead they focused on the new story lines in the graphically-sweet Cata zones and how to change the raid system cross-server.
