For those curious.
At item level 382, used on CD on the largest pulls we can in a 15 and 16 key this trinket only does a total of 1-2 mil damage throughout the dungeon(0.9% - 1.3%).
Sometimes as low as 500k-600k if the dungeon route just does not have enough mobs to boost the damage.
It is an ok trinket for M+ but should be upgraded to max and then swapped out as soon as you are lucky enough to get a good trinket.
It is basically a stat stick with a little extra damage on call.

Normal hits average for about 38.4k
Critical hits average for about 47.9k

One thing to note about this trinket is there is a cast animation and bar but as of now as soon as you start the cast you can continue with your rotation and not worry about interrupting it.
