This item is a world-drop only during the Halloween event. It can drop anywhere from a lvl 50 undead in WPL to elite mobs in DM.

It is BoP, so it is a suitable replacement for other 16-slot bags which you can then move into bank slots or sell on AH since traveller's backpack doesn't bind.

The other upside is that I like the look of having a Jack-O-Lantern smiling at me from a bag slot. :-)

You can have any number of these in your bags and bank slots, and, as has been said before, it only drops off level 50+ undead monsters.

Got one today (20th october 2011) while farming reputation in old hillsbrad.

All comments above saying that this bag still is available are around the same period of time,
and this is the hallow event. I'm speculating on the return of this bag during hallow event :)

I just got this when I killed Hiagarr the Horrible for a quest. I was pleasantly surprised. I think they should make this come before, like around lvl 44 or something because everyone already has 22 slot bags by now if they're smart.

Just moments ago one dropped for me off of Cronosignore Epocus while I was solo-ing Heroic Epurazione di Stratholme to try and get Scudo Reale di Lordaeron. About 4:30am on October 31st 2011. Odd that Wowhead says it's not available. I may not have gotten Redini del Cavaliere Senza Testa this year, but this is a nice consolation prize lol.

Just got one in Icecrown Citadel 25 Heroic from the Nerubian Spider Trash before Sindragosa.

Would of been a nice item if Blizzard updated it each year to keep up with large bag sizes, such as being 30 slot bag for the current xpac at time of this comment.

I did not see it explicitly stated elsewhere on WoWHead, so I'll put it here. This bag is an extra item that can drop during the Hallow's End event. You cannot get it at any other time. Thus, the drop rates are grossly understated, as WoWHead does not factor in seasonal availability/non-availability into their drop statistics. (Since the Hallow's end event lasts for two weeks, I suppose multiplying the numbers by 26 will give you the true drop rate during the event.)

Unfortunately, by the time you can obtain this, a 16 slot bag is not generally a particularly useful item. (... although, it was, in it's day, when Blizzard created the item ...) It is nice that it is not unique, like many WoW bags are in this slot range.

Just got one from Murmur, the last boss in in Shadow Labyrinth; was in Heroic mode. Meh, the 2 gold vendor price is not bad ...
