Couple observations on live:

-Item is consumed on use.
-Unique, you can only carry one.
-The toon that buys it doesn't appear to have to be Renown 80, as long as you have a character that is.
-It acts as a Soulbind consumable, you must be at the Forge of Bonds to use it

To check if you've already used this on a particular alt, run the following command:
/run print(C_QuestLog.IsQuestFlaggedCompleted(65623))

If it returns true, you've already used the incense to unlock all that alt's conduits.

If you (like me) used the item before completing A Conduit for Good ( or any such quest where you get starter conduits to apply to the Forge of Bonds), simply abandon and re-accept the quest to complete it.

Further more to the other comments, the item does not check whether you already have all you conduits or not. It will happily be consumed with no indication that you actually know all the conduits.

So... check that you do not have your 20 conduits before using it, and then also check whether there are any less than 200.

why oh why are these unique? having to buy one and mail it to an alt before being able to buy another is pointlessly tedious

I’m not sure if I have them all, will the missing ones be added, no risk the ones I have getting downgraded to 200?

If you're wondering if this will grant all the covenant exclusive conduits, it does.
Even for covenants you haven't touched yet.
When you swap/join a different covenant, they'll already be available in the Forge of Bonds.

Yeah.. dumb me.. one use for purchasers account... it says Bind on Account but is only one time user.. you buy a new one for each toon..@ 500 gold.. I thought bind on account was bind to all alts level 80 on same account.. .. no go..

If you've gotten a fresh alt to level 60 (and assuming you've already unlocked Zereth Mortis on your main), you may want to skip this. Go for the Fonte di Potere Effimero instead, it won't take you long to get to Friendly with the Illuminati .

Seems to have recently been changed to only be usable and buyable at level 60. cus im pretty sure i have bought it many times on level 50 chars.
