As of 5th April 2022 weekly reset this now drops from the Tributo agli Anziani Illuminati chest that is rewarded for completion of the weekly Schemi dentro gli schemi quest.

I also got this as a reward for the Patterns Within Patterns quest. I have unlocked everything in my Cyphers of the First Ones console, if that makes a difference.

This is not a guaranteed drop. No percentages available at this time, but I did not get this from the weekly reward chest.

lol these are dropping for me and I haven't even researched the Visial talent yet in the cypher.. every time i try to use the console it takes the item but doesn't apply it and then sends it to me in the mail... so the guide is not 100% correct.

Have opened 3 Tribute boxes now since they were added to the game and have not looted this configuration, every week I get excited and then disappointed

I just got one of these. However, it came by mail as a (left behind) lost item. When I tried to get it, I got a message saying that I could only carry 1. But I didn't have any other in inventory, leading me to think I already had picked one in the past and activated it. And, you can't delete it from the mail. So the message will stay there for 30 days until gone with the wind.
