It can be reached via flying, using the Locus Shift network to teleport to the Primus Locus, or using other jumping/teleportation abilities.

Schema: Svolazzatrice Vespide is a protoform synthesis mount.
To unlock protoform crafting:

Research Comprensione del Sopraniano and complete Il canto finale questlines.
After daily reset complete Il componente perduto + Un nuovo architetto quests to unlock Sintesi di Protoforma (Cavalcatura).

To collect this schematic you need to travel to Resonant Peaks and collect 30 cosmic energy. Teleport from Gravid Repose to Tertius Locus.
The schematic is below the platform you teleport to. Go west, there you should see a spot to jump down from. This area unlocks as a part of ZM campaign.
After bringing the schematic to Protoform Repository you will learn how to create Vespide Svolazzatore mount.

You will see a huge elemental elite. Pass it and jump 1 lvl down

To craft Vespide Svolazzatore you need to find Schema: Svolazzatrice Vespide

In order to obtain any schematics for the Protoform Synthesis Forge you have to unlock it first
How to Unlock the protoform synthesis forge:
Complete first 3 chapters of the Campaign Segreti dei Primi
Research Comprensione del Sopraniano at the cypher console in Exile's Hollow
Complete the questline starting at Alla ricerca di Tahli. Once completed, the next day you can start Il componente perduto which leads to unlocking Sintesi di Protoforma (Cavalcatura)

You can loot Schema: Svolazzatrice Vespide off of the ground on level one of the Locus Shift Teleport System
Go to /way 51.31 27.95 and collect 30 Cosmic Energy
Go to /way 50.59 32.06 and use Locus Shift to Tertius Locus (4th option if language is unavailabe to you)

From the Tertius Locus (in the air on a platform at 51.90, 27.12) face due West. Walk toward the Hulking Geomental (elite). Drop down to the next level down at 50.01, 27.02. Turn around and look at the sand pile. The lootable item (if currently spawned) will be at 50.29, 27.04. If you are on the right level of the platforms there will be two Unstable Geomental mobs nearby that can agro.

Easy mode to find it without coords: When you're at the Primus Locus teleport, look/turn east, you'll see a bunch of steps up to the adjacent platform with a Hulking Geomental and two smaller ones, the sand pile with the schematic is behind them.
