To unlock battle pets from Protoform Synthesis you have to complete the quest Sintesi di Protoforma to get Sintesi di Protoforma (Mascotte da Combattimento).

Schema: Scarabeide Feroce drop from Protoform Schematic located in Plain of Actualization.
After get the item you'll receive the quest Riassimilazione dello Schema: Scarabeide Feroce.
Return the quest to allows craft Scarabeide Feroce.

If you've unlocked protoform synthesis and it's not there, wait for a bit and it will respawn. My wait time was about 5 minutes.
