The Baby Murloc backpack is transmog. This is a backpack that replaces replaces a cloak, so it's a "back" piece. Go to a transmogrifier, click on the Cloak/Back slot and enter ”shell” OR summon a mount with an onboard transmogrifier like the Redini dello Yak della Grande Spedizione. Click on the transmogrifier and click on the Cloak/Back slot on the character pane. Search for "shell"
OR click on the Collections icon at the bottom of the screen (red Horse head icon) and click on the Appearances tab. You'll see a row of round icons at the top of the page. Where is it?
If you received this as a gift for a new or ongoing 6-month subscription, you'll get a message to claim your gift on battle.net. The baby Murloc backpack set doesn't show up in your mailbox, it goes directly to your transmog Cloak/Back group.

Blizzard has a help article on it. It seems the baby Murloc backbacks aren't showing up for some or disappear from the Appearance tab. Check out: Baby Murloc Satch-Shells Backpack Transmog Missing

Transmogrifiers
To view the transmog:
Go to a transmogrifier in a capital city in Azeroth or Dalaran (in one of the two banks) or other hub. Click on the Cloak/Back slot on the character pane and type "shell" in the search box. To find the transmogrifier, click on a guard for directions. A red X on map marks the spot.

What I love about this is when you go into combat, the cute little baby Murloc scrunches down in the egg and pulls the top over his head to "protect" himself!
