The rep requirement to use this item is real, as my alt mage cannot currently learn it. This is a departure from how Tome of Origins worked and I'm hoping it's just a glaring oversight. I skipped the big rep boost at the start of the zone since I had no intention of playing my mage much there, so it's pretty rough I'm prevented from helping out my friends upgrade their tailoring-based pieces.

Is anyone else missing the tome as a reward? I just completed chapter 5, the Crown of Wills, and did not receive the tome.

Quest Name:	Start and description
1 Una corona spezzata	Go to cave 33 69 and speak with Anduin Wrynn cinematic will start.
2 La nostra ultima opzione	Conversation will start
3 Salve, Oscurità	Press on Scheggia del Dominio. After that use Dominio ( spell on extra bar ) on Darion Mograine. He will attack you take his HP to 70%.
4a L'Anziana Eru	Go to Anziana Eru 56 83
4b Uno, due, tre prova...	Use Dominio on: 3 Pascolatore Cervide, 3 Fasianide Nativo 45 71 and 2 Servitore Obsoleto 57 83.
6 Un catalogo criptico	Press on: Frase Sconosciuta 57 84, Frase Sconosciuta 58 84 and Frase Sconosciuta 58 81 then go inside cave 59 81
7 Il metodo non-scientifico	First press on Bibliotecario del Dizionario then use on him Dominio and slay him at end.
8 Due sentieri da seguire	Go back to Il Primus in cave 33 68.
9 Una metà dell'equazione	Go to see Gran Signore Bolvar Domadraghi 57 31
10 Oppressione e distruzione	Kill mobs to get to 100%. You can use Dominio to kill mobs faster.

13 Ciò che vorremmo dimenticare	First press on Scheggia del Dominio in the middle of the room and kill monsters. Press on 2nd Scheggia del Dominio and kill mobs.
14 Ciò che ci rende forti	Press on Scheggia del Dominio and kill waves of mobs xD then speak with Sylvanas Ventolesto Cinematic will start
15 Ciò che abbiamo superato	Press on Scheggia del Dominio and kill Mostruosità Legata alla Fauce.
16 Forgia del Dominio	Travel to The Runecarver's Oubliette in Torghast and speak with Il Primus.
17 La Corona delle Volontà	Place all shards one by one. Cinematic will start after press on Corona delle Volontà you will get Tomo degli Eterni.

I am 6/7 chapters in, just picked up LW but can't purchase the item from the vendor. Am I missing something?

I didn't receive it as a reward, and wasn't able to purchase it from Vilo. However, my tailoring wasn't max level. Once I got it to 100, the item became available for purchase.

Finished the quest a long time ago. Catching up a profession, I had to have profession lvl 100 and then I was able to buy it from Vilo.

I see all kinds of remarks about actually getting this. But nothing about what it's for!
I did the quest chain and got the Toe. Now it's just taking up bag space. So, what is it for?
