I was able to acquire these after defeating the floor boss of Skoldus Halls, Layer 9, with a 5-star ranking. However, doing the same thing for Layer 9 Fracture Chamber did not drop me an equivalent of it. I've not seen any of these dark-colored shoulder transmogs drop from any other ranking or any other layer below 9.

I have some theories on how to acquire these:

1) They must be acquired on Layer 9 or higher.
2) They are not 100% drop on Layer 9 or 10, but they might have a higher chance the drop the higher the Layer your run is.
3) You must end the run with a 5-star ranking OR they have a lower drop chance if your end run ranking is lower.

Either way, they're pretty cool-looking. If anyone else can share their experiences, we can get a clearer picture on how to acquire these.

So I've been trying to get these shoulders for 2 entire days now.
I've done everything from L9 to L12, at this point I've lost count of how many times exactly. Mainly been running Coldheart Interstitia.
Done many, many hours of flawless runs only and many more hours 3/5, and that also includes the Adamant Vault of course.
I've not yet seen these shoulders drop.
Also keep in mind all the many extra runs earlier during the patch too.

Does anyone have any information that I can't find? Any extra tips?
I find it truly amazing that I've not managed to loot a single pair of any shoulders during my endless farming, for the past 2 days.

Dropped for me on Layer 9 Skoldus Halls. 3 star run, just going through as fast as humanly possible and averaging 3-4 minutes a run. Between this and Upper Reaches(for a change of scenery), I must've done 60+ runs. It's easy to lose count when you're going mad.

I doubt stars matter, but layer 9 and above is where vendors themselves start selling the purchasable recolors, so I assume it has to be 9 minimum. Just run through the enemies, nuke the boss to death, and keep trying.

Some tips for people trying to farm these:

If you haven't touched Torghast before, make sure you unlock and get access to The Box of Many Things ASAP, an NPC in one of your first runs will give it to you to show to the runecarver.
Floor 9 will have 2 torments which can be mega annoying, so prioritize "Free From Torment" after you unlock it in the box. Automatically looting enemies can be useful if you're not able to just tank the enemies while you run past them and are forced to fight, or if your class/spec/gear isn't strong enough to brute force it without anima powers.
On that note, SERIOUSLY consider farming on a mobile class like Warrior, or Demon Hunter. Doesn't matter much if you get dazed when you have two charges and a heroic leap, and doing 50+ runs in 5+ mins each vs 3 mins will add up.
These are NOT purchasable from the broker vendors, at least as of 10.0.2. These recolors are boss drops only, and while I can't corroborate Wowhead's insane claim of a .3% drop rate, I'd legitimately estimate it around 3%-5% or something.
If you're running past enemies, hug the walls and travel to your destination in the most direct path possible. Turning corners will break the annoying channeled chains ability some mobs do, and being direct will give enemies less attacks on you and by proxy less chances to daze you.
Rogues and Night Elves(shadowmeld lol) can run it down and vanish near the boss to fight it alone usually. I assume hunter feign death works too.

This is as of 10.0.2, the Dragonflight pre-patch. If they don't update Torghast or change it to scale with you, it'll be trivial in the future anyway.
