This is a currency obtained in raids that allows you to upgrade shards. Shards are the shadowlands raid level gems to be placed in (domination) sockets.

Take your shard to the vendor in the Korthia starting area at 63.3, 25.3.

Brace Stigia is dropped by all bosses in the current raid Sanktum der Domination.
Depending on the difficulty level, different amounts drop.

In LfR you get 1 per boss, in Normal 2 per boss, in Heroic 3 per boss and in Mythic 4 per boss. In addition there are 5 special mobs that are also dropping Brace Stigia at Normal difficulty or higher.
All bosses and elites have an id that locks any Brace Stigia-drops from the same boss on lower difficulties.
For example: You killed Tarragrue on Normal and loot 2 Brace Stigia. The Brace Stigia from LfR gets included into this loot. If you now kill him in Heroic you will only loot 1 more Brace Stigia because you already got the 2 others, that otherwise would have dropped in addition if you hadn't killed him on Normal before.
The same rule applies to the elite mobs as well.

You will also be rewarded with 10 Brace Stigia for completing the weekly quest Come plasmare il destino in Korthia.

Brace Stigia is needed to upgrade Shards of Domination which are also dropped in the Raid.
After completing the chapter The last Sigil you can upgrade your shards at Bonesmith Heirmir in Korthia.

Depending on your shard's rank more Brace Stigia are required to upgrade it.

Rank 1 to 2: 5 Brace Stigia
Rank 2 to 3: 15 Brace Stigia
Rank 3 to 4: 30 Brace Stigia
Rank 4 to 5: 50 Brace Stigia

I haven't found this information anywhere at all, so:

The 5 named trash mobs that drop Stygian Embers and their Locations:

Bonescream - after The Tarragrue
Borr-gahn - after The Eye of the Jailer
Soulember - after The Eye of the Jailer
Hollowsoul - after The Nine
Screamspike - before Painsmith

1 Stygian Ember per difficulty starting from normal.

Just in case you were trying to upgrade the same shard twice:

You have to close and re-open the window with Forgiaossa Heirmir in order to see the new upgrade level for that gem.
Higher-level upgrades show at the end of the list.

Once you get all the shards to rank 5, this is currency that currently has no other purpose.

Bonesmith no longer sells the shards that spent this currency, and the raid no longer drops them, but Shaping Fate still adds 10 to your pile with every week. Considering these are useless, I'd say these need to be removed from the weekly and then any remaining currency converted to gold and removed from your currency page.

Fun fact : since 9.2.5, Bonesmith Heirmir no longer sells neither Shards of Domination nor Soulfire Chisel.
However, Vision of Bonesmith Heirmir, which is the version of this NPC you see when first arriving to Korthia (before you completed the main questline), still does.

This means if you Party Sync with a level 60 that never did the Korthia questline, you can still redeem your Stygian Embers and upgrade any shards you may still have.
That way, the greatest feature of patch 9.2 lives just a little bit longer! /s

That being said, Shards of Domination are completely disabled ,even in the Maw. They appear to be active but actually aren't, and you cannot remove them from your Domination gear with the chisel (you'll get the error message "That item is not a valid target").

At the end of the day, this is just a way to get rid of your Stygian Ember
