There is currently no known source for this set even though the dropdown menu says it is obtained in Korthia.
They are not awarded from dailies (as far as anyone can tell), are not on any of the vendors as an ensemble or drop from any known rare (as of yet). A certain level of Renown might be required to have it drop or become visible for purchasing.

Edit: As Laizata confirmed, for the first time today a Venthyr daily from Korthia rewarded a piece of this set. Unfortunately, this does mean Venthyr will have much more trouble completing a set, let alone both sets with the randomness of the rewards.

If the RNG gods grant you two (or three!) set piece dailies at the same time, but they also hate you and thus make the reward from the dailies to be the exact same one - fret not: Accept one of those daily quests, go complete it, grab the reward piece and add it to your collection. The remaining set piece dailies should get their reward changed to something you haven't yet collected when you go back to the quest giver.

Worked for me when I came back in few hours after completing the first daily (as in Kael'thas changed the original duplicate wrist piece reward to legs).
