These will also work on at least some of the locked things you come across in Outland, so they can hold you over for the most part until you hit revered with the Consortium and get the elemental seaforium charge schematic (http://www.wowhead.com/?item=23874). They may take more than one try in some cases, but I've confirmed they can open the following:

Solid Fel Iron Chests (like those in Hellfire Ramparts and Blood Furnace)
Eternium Lockboxes

They will NOT open:
Bound Adamantite Chests
Khorium Lockboxes

I'll keep adding to the list if I find any others.

As I have not been able to find the information elsewhere i felt it prudent to report my findings here, all of the Classic Engineering craftable Seaforium Charges ( Carica Piccola di Nitronite Carica Grande di Nitronite Carica Potente di Nitronite ) DO NOT work in the Battle for Azeroth Dungeon Tol Dagor, hope i saved my fellow engineers some time!

Post-squish this opens lockboxes that require lockpicking 30 or lower, and thus is equivalent to Carica Elementale di Nitronite.
