I can confirm that as of 4.0.6 this is still for sale. I was curious so I decided to check with all the new changes.

Please note that as of, well, Cata, the locks on doors have been removed as well as The Crescent Key from all of our keyrings. The Back Doors from Outside DM (Lariss Pavilion) and the one in the entry area (first "room") of DM North no longer open! (Well, I read elsewhere that the one inside DM North that is reached by exiting the Athaeneum after coming in through the Prince's chamber does still open from the inside by toggling a torch on the wall near it - not confirmed) BUT, as a higher level character, it's very easy to enter DM West and walk the entire way down to the Prince's chamber. The door that once required the Prince's death to open now simply opens upon cogwheeling over it and clicking it, allowing you access to The Athaeneum (Library) where the Shen'dralar Provisioner can still be found with this Tailoring BoE available for sale. He'll only have one though, so be aware.

I joined a DM group via LFG on 7/27/11, hoping to get my hands on this pattern. Unfortunately, another group member made it to the vendor before me (hunter with aspect of the cheetah ftl...) and snagged it first. I've been in the dungeon for over 25minutes now, hoping it would respawn on the vendor - just as other patterns and whatnot tend to do. However, it hasn't respawned yet, so I'm wondering if it can or will at all - without doing the instance again, at least.

As of 6.0.2, this is still from the same Fornitore Shen'dralar in Maglio Infausto (Dire Maul West, the one with Immol'thar.

if you're a dungeon noob like i was when i went for this, you might have a problem finding all the shield generators/pylons which open up the area this vendor is located in.

the last 2 are past a door in Tendris Warpwood's area.

I was going thru my Classic tailor patterns to see what I needed, that I could easily get w/o hoping for RNG to be on my side or rep grinding. This was one. I can confirm as of posting this, that vendor is still in Dire Maul and still sells this recipe.
