Obtained from the Blizzard cash shop as a whole set: Celestial Observer's Ensemble.

Special effects:

Cloak: adds the very visible and desired effect of 3 aqua-colored cosmic swirlies orbiting the user
Helm: adds a few faint constellation-looking sparks slightly above head
Shoulders: add more visible constellation sparks and lines floating beside and above shoulders

*Warning:

The set is currently buggy and can randomly and repeatedly disappear from your collection for a while, causing your transmogged outfit to revert to default. (Personal experience: this keeps happening to me every time I log in my priest.) There are multiple reports on the forums about the bug dating back to November, and there is a Blizzard support article (basically saying we know it's a problem) about this issue.

Be careful that currently the very cool three stars orbiting you comes only with the cape, Mantello Stellato dell'Osservatore Celestiale. The three stars do not appear if you transmog only these shoulders but use a different cape or the hidden cape.

So, we are on 9.2 and this set is still bugging very frequently, sometimes it even vanish from your appearances collection.
I give up, I don't gonna use it never again. At least I still having the celestial horse, I guess...
