This upgrade allows you to use the grapple points in the Maw.

Can be used while in combat.
Unlike previous grapples in WoW the Levitating Chain will cancel the grapple if you hit Esc while the chain is deploying. Once the jump itself has begun it cannot be canceled.

As it's not mentioned anywhere here, you need to use it, it's consumed on use so does not take up bag space
I assume you can just use the grapple points after activating/using it
No buff or other spell, passive or not appears in your spell book.
Once purchased and I assume used it's no longer an option to buy. At least you can't accidentally buy again.

If it helps getting round the maw a little easier and you have the Stygia spare then no reason not to buy.
