For Kyrian players:
Go up the main stairs, right, up more stairs and follow the path. The 4 vendors for each raid difficulty are in the South-East Wing of Elysian Hold, coords ~50, 80.

If you get a Fated version, it's the same vendors, they just added the Fated versions to each vendor difficulty.
