To be able to get this pet, the WQ Un Demonio di Pietra rubato has to be active in Revendreth. Basically you will use a Individuatore dei Demoni di Pietra to search for a missing Stone Fiend, free him several times and finally end up defeating Edgar il Collezionista.

Don't leave on WQ completion but immediately speak to Sminuzio behind the building to get a dialogue option to receive a Chiave della Gabbia. This key is supposed to unlock the cage next to Penkle to receive Distintivo del Corriere di Kop.

Beta Notes:
The key had no effect on the cage when I completed the WQ. I kept it in my bags and next time the WQ was up, I ignored it and immediately went to the cage and was able to unlock it. The key acquisition itself seems to be tied to the last step of the WQ. I didn't get the dialogue option when defeating Edgar without tracking down the Stone Fiend before. No surprise... the new key also didn't affect the cage.

I completed the WQ before speaking with Penkle and was also left with a key that would not open the cage. I joined a group that was killing Hopecrusher. After killing the named, I stayed in the group and ran over to open the cage. That worked and I was able to use the courier badge.

Also tried destroying the key to reset - still didnt work.
If u lose your key it can be received again by killing Edgar the Collector and then talking to Penkle.

Able to finally use the key and free Dal tonight on Nagrand server (3rd week of trying).

Still broken 23/12. Tried all the usual server hopping, addons off, etc, still nothing. Put in another ticket...fingers crossed...

Using a Venthyr toon.

I did the quest and got the pet the same day, I pulled Edgar to Penkle and as soon as Edgar died I spoke to Penkle who offered the key, used the key as fast as possible and the cage oppened.

Maybe 9.0.5 fixed the issue or it was the timing.

I already got several Dals in the past, on various chars. But today, on two chars so far, Penkle was not offering me the key.

Can I get the key only once per char, or is this a bug?

as of April 6, 2021, I did the same exact process as Tente posted. Pulled Edgar towards Penkle, killed him, left his minion alive while I talked to Penkle, got the key, then worked on killing the minion, and was able to opened the cage, giving me the pet. Got the pet on the same day as well; On both my Venthyr and Kyrian toons. It may have been fixed but I didn't want to risk it. Can confirm, when doing this process, I got the pet on each of my toons. Good luck! <3 :)

Verified in 9.1, Lazey's instructions from 2020/08/22 still apply:

Don't leave on WQ completion but immediately speak to Penkle behind the building to get a dialogue option to receive a Cage Key. This key is supposed to unlock the cage next to Penkle to receive Dal's Courier Badge.

Regarding the questions and instructions from other 9.0 comments:

In 9.1, I killed Edgar the Collector at the end of the WQ (I didn't lead him to Penkle). I then went behind the building, spoke with Penkle to get the cage key, and opened the cage. The stone fiend comes out and you don't get any other notification except in your chat pane so it may not be obvious, but you do receive Dal's Courier Badge into your inventory when you open the cage.
You don't need to be in the Venthyr covenant to get Dal's Courier Badge. I've gotten it in 9.1 in both my Night Fae and Kyrian covenant characters.
You can get Dal on multiple characters in one day. I did it today on two.
