Can confirm location is in Maldraxxus, Waypoint is 60, 44.6. Contained in Zaino della Caduta Sicura Danneggiato. Only way I've found to access it is if you are playing a Necrolord and have upgraded to the 2nd level portal room. You can get onto Zerekriss and then glide down to the top of the tower at this location. You will find the pack there.

I got by using Darkmoon Cannon and glider. Get to the highest point possible and you can land on the little strip coming off one of the claws and jump over. I mounted up and jumped onto the platform.

If you're like me and have only been focusing on upgrading your Abomination Factory, at tier 4 of the factory, you can make/use Borsa di Dolcetti per Dicchiupo to easily get this item. The bag of treats works the same as the extra ability you get for the world quest in Maldraxxus where you use Twigin to fly and land to rescue the Necrolord spider assassin NPCs.

I found this atop a spire at 60, 44.6 (see screenshot). I just used the Zerekriss portal and waited for the necropolis to get within ≈210 yards before clicking on Dicchiupo. From there, I floated down gently and used Atterraggio di Dicchiupo to land on the spire. Easy!

On a side note, it looks like a mechagnome or other, similarly fashioned automaton tried to do a little skydiving. You'll find this pack resting next to a skull and various mechanical extremities. I don't think this parachute pack has proven itself to be very reliable. lol

If you do stiches on alt and dont wanna build your Portal system to lvl 2 you can use Regurgitated Kyrian Wings this drop from Wingflayer the Cruel in bastion.
You can use this from mountain near tower and land on the gray thingy what go from tower. This item just give you one chance every day so be careful. Its little hard but its possible.

As a warrior you can heroic leap up the small hill that connects the end of the webbing to the tower and then proceed up from there. You'll have to heroic leap again to get past the steeper point, but otherwise no special tricks required.
