Quest and item can be obtained by using Pizzico di Polvere Fatata and flying to the location. Just make sure your hearthstone is off cooldown, as you'll have no way to get off the waterfall without dying!

Walk along the tree branch. Keyword: Walk. There's a little vine that'll cause you to run forward and fall into the pool below. Unfortunately the only way out is to die.
