The description requires you to be Friends with the Countess. However, I've just received the toy on the very first Ember Court with the Countess (she opened up at lvl 4 of Ember Court). She was at Elated mood at the end, but my fiendship is still Stranger.

In order to use the The Countess's Parasol you have to click the toy prior to jumping, once you've done that you can jump off. It takes a second or two of falling before the The Countess's Parasol will actually open fully and slow you down. You receive a 15 second buff that allows you to slow fall so it's not really intended to travel very far, just down.

Also once you click on the toy you will "wear" the The Countess's Parasol on you shoulder cosmetically. Jumping from any significant height will attempt to deploy it triggering the 5 min cool down.

* I have read this has a chance to fail causing you to fall to your death, however I have yet to experience this on numerous uses. Maybe I'm just getting lucky. *shrug*

Got this from first chest from the Countess at Ember Court, she is unlocked as 4th guest at rank 4, her mood was elated. Thanks to Myzvale from secret finding discord!

In case this isn't obvious to anyone else, the Ember Court is the Covenant Sanctum feature for Venthyr, so you must be Venthyr to unlock this toy.

Wowhead's guide is helpful if you're trying to get it on a Venthyr alt.
