The chest is locked by binding ritual so you need to find a way to stop it.
In a ziggurat at southeast part of area you will see Libro dei Rituali Vincolanti.
It requires Pagine Mancanti del Rituale to use it. Pages are inside a bone pile at 69.07 32.50 (looks like bone highlighted by purple color).
After placing Pagine Mancanti del Rituale on Libro dei Rituali Vincolanti you will get Conoscenza del Ritualista that lasts for 5 minutes.
Run asap back to Scrigno del Ritualista and open it while the buff is up.

It is related to the Scrigno del Ritualista treasure located in Maldraxxus House of Rituals subzone.

How to unlock:

Loot Pagine Mancanti del Rituale from Bone Pile
It is to the south-east of the treasure.
You will see stairs up and the Pile should be up the stairs to the left, near spider
Take pages to the Book of Bindings Rituals
It is inside the building to the south-east near the Orthaz
Run to the Ritualist's Cache as fast as you can
Because you have only 5 minutes of Conoscenza del Ritualista buff to unlock the chest

Reward is Pagina 76 del Necronom-i-nom, related to another treasure Necronom-i-nom

Ritualist's Cache treasure is part of the Tesori di Maldraxxus

This bone pile is missing in the live version unless it's gated to level or something. I'm currently level 57, Alliance, and there's no bone pile on the spot marked by coords or in the video. I haven't seen anyone else commenting on it missing.

Update from live: None of this stuff is needed, everything has been moved into the same room as the chest. The pages are in the right corner as you enter, and the book is at the back of the room. (Kinda lame now, but much easier)
