so it would appear that this does not have scaling enabled in timewalking as of posting this and does it's full level 60 damage while in TW content

it was ticking for 1.6k (it's normal level 60 damage) while in a timewalking WotLK dungeon where the normal DPS is something like 300-500. Using it often caused me to immediately steal agro from the tank. I haven't tried it yet but I would imagine it's no different in TW Ulduar which could be interesting. It would be pretty insane if the entire group had them and used them all at the same time on a boss.

It's not massively useful because of it's CD and fairly unimpressive damage (for a level 60 trinket) but yeah
