I got this key from Penkle. This NPC is located at 45.31, 47.87 in Revendreth.
Just talk to him and you will receive the key.

There is a cage next to him but they key does not open this cage.
It opens cages (you 'll find to of them located at 46.25, 49.05 in Revendreth). I guess there is more but...

I filed a report for this key not opening the cage next to Penkle and asking help on how to obtain the pet and this is the GM response:

Thanks a lot for taking the time to report this to us. I'm sorry to hear if you've had trouble with this, we're players here too and know how annoying bugs can be at times so it's much appreciated when it's reported to us!

I took a look at this for you and it does not appear to be anything that our development team is aware of at the moment. I have added a report to our testers based on your ticket, so it should hopefully be looked at soon. :)

I would love this game not to be still in Beta almost a month after launch, but there's nothing we can do.

I never tried this while the bugged reports were going on, but it currently works (at least for me)

i did the quest, got the key, opened the cage, got the pet
