As clarified by bismar42 below, the Rally Bell is located in the Spire of the Unseen - you have to climb up the ramps a bit to one of the ledges. You cannot interact with it during "normal time" of Ember Court, but you can ring it during the After Party phase.

Currently, it seems to cause everyone you know to show up to the Ember Court (not just best friends), not sure if this is working as intended.
All the guests just seem to wander around. You can chit chat with them, but no special interactions or bonus seems to be applied even to those who have Best Friend status.

It is frustrating when we get these new items that we have no chance to learn what they do, how they work or where to find them in our Court except in our once per week attempt the following week - at which point we could miss them or misuse them.

Don't know if this is a bug or not, but currently this invites everyone who has ever come to an Ember Court, not just best friends.

As of today (26 may 2021) it seems to be fixed. I'm only best friends with Kleia and Pelagos - and they were the only additional people who were summoned by the bell, even though I'm on a good friends status with others.

Not everyone might be aware of this, but Venthyrs that are Party Heralds can help non-native Venthyrs speed this (horridly slow, because of the weekly cooldown) minigame by means of and the equivalent of the other 15 guests. As Jezartroz posted on all the quests, I'll post it here: using the Rally Bell is key.

Start the scenario with the friend or guildie that wants the quests done.
Finish the scenario; if you just want guests on Elated it should not take long, end it early at Renathal.
Go up the Ember Court spire and use the Bell.
This should spawn in all the other guests.
Mind that both the rallying and quests only work for Best Friends.
