I got this in Sika's Tribute at the end of an Ember Court, from an Elated Sika. I don't know if it matters but I was at Friend reputation and had Traditional decoration (with the burning candles).

Update: I was able to use this on fires spread from candles to spawn some ash elementals that increased the danger level of the party. It seemed like perhaps something else could happen/spawn but I didn't have enough time to find out.

While extinguishing the fires i was able to spawn Amalgama Cinereo. There were still some fires left so it seems to be random when the rar spawns.
He dropped Mucchio di Polvere di Cenere.

Anima-Infused Water can be found inside the Ember Court after you have obtained the perk Anima-Infused Water from Sika's tribute.
The water can be found inside the Ember Court during the event at:

/way 33.96, 45.62 where Temel starts the Ember court for you
/way 31.55, 61.68 down near Kegs, the beer vendor on the lower level
/way 68.26, 64.28 down near the lower ramparts in a weapon hut
/way 60.22, 34.88 at the gate entrance where you make your security choice
