It's one of these items you can't really get rid of... I know it's just a digital set of pixels and all, but we, humans, are the sentimental kind.
I guess I am keeping this necklace untill I forget how a dead Kyrian was clenching it in her hands.

Found in Pegno dei Kyrian, part of the achievement Tesori di Maldraxxus in Maldraxxus at coordinates 32.7, 21.3 in the Separation Chamber while doing the quest Quelli che comandano. It is between Dottor Hivvil and Filtratrice Cvan and is viewable as a treasure chest on the minimap if you have not collected it.

Of special note, this necklace did NOT have a prismatic socket for me and when I collected it at level 54, its item level was 116 so it will scale up with your level if you wish to save it for level 60 as a quick neck piece to gear up quickly for dungeons.

The Pegno dei Kyrian also contains a Nota Scritta a Mano to give this locket a little backstory:

I came here wondering if anybody happened across this locket's owner's significant other. Seems unlikely (as it would've been data mined by now), but wondering if you could return this locket. Or at the very least, if the second Kyrian has alternative dialog if you are holding this locket.

Edit - mine dropped ilvl 116 without any sockets.

For those wondering who this belongs to, and where her loved one is, I propose this:
This quest has a striking similarity to
Two Halves Become One
which is another quest that involves a woman remembering everything once she receives a necklace that she and her husband coveted.

In regards to where her husband is, her husband became the Jabbering Ghoul at felstone field.

There is implications that every undead goes to the Maw, thus, her loved one is the Maw.

At least, that's my head canon.
