Quest is currently almost impossible to complete - only a few mobs drop the quest item and they spawn infrequently.

To Clarify:
1) Decreto del Re del Sole - Drops from these mobs:
-->Suntouched Acolytes
-->Suntouched Acolytes
-->Amathet Suntouched
-->Amathet Suntouched

2) They do NOT drop from the Suntouched Falcons or other NON-Suntouched NPCs.

3) The best place to farm these mobs are just East (RIGHT on the map) of the Halls of Origination. The highlighted quest regions vastly overestimate where these mobs are. They are mostly standing next to the Obelisks and other objects that appear to have a beam towards it (but not always).

4) Drop rate seems to be ~25% and the mob respawn rate roughly 2 minutes. This quest took me roughly 10 minutes to complete due to having to wait several times for mobs to respawn.

Recommend you make two macros:

/tar Suntouched Acolytes
/tar Amathet Suntouched

I put each on a button on my interface and flew around spamming, that's how I was able to get this done. You could put them together, I suppose, but I didn't want any confusion because you have to swoop in quickly to get them, because right now, they simply aren't spawning and aren't dropping enough writs to make this a reasonable quest to do without the macros.
