It's not consumable.

The way it works:

You activate it and you have 10 secs. So you have to hit the ground by then
When it works there's an area of effect on the ground so you can tell. In a circle around where you land
I jumped from a cliff and then activated the boots partway down and they seemed to work fine (you take some fall damage, just not as much).
I tried launching in a glider, then getting over a mob I wanted to hit and turn off the glider and activate the boots. And nothing happened. So maybe you can't activate the boots while falling? Or maybe I did something wrong?

Here's a handy macro I made. It allows you to dismount in the air, get rid of your glider early, Fall like a rock, and crush your enemies with this macro.

This seems really strong.I don't expect it to live much longer in its current state, so enjoy it while it lasts.

I've spent a few hours testing and trying to understand how damage is calculated, and here are some things I've learned thus far:

The Higher you are, the more damage is done on impact.
The more HP you have, the more damage is done on impact.
Fall speed is calculated in real-time, and it doesn't make a difference in damage output whether you use the boots at the peak altitude or just before impact.
Damage is done equally to targets inside the area of effect
The area if effect appears to be equally effective regardless of your distance from the epicenter of the impact
I'm on certain of what the radius is for the area of effect is, but I presume it to be ~5-10 yards/meters
If you don't land on a target, your momentum is not redistributed and you take the full brunt of the damage.
There may be a solution to this by macroing an instant cast target dummy toy like the "Sturdy love fool" or the "Turnip Punching Bag" to absorb the damage of what would otherwise be a lethal fall.
Once a fall distance approaches the maximum height that your character would typically be able to survive, your character also begins to take damage upon impact as the damage continues to scale up. past this point
It would seem apparent so long that there is a target to hit, a character can even survive a fall ~3 x their natural Freefall altitude cieling

The freefall altitude ceiling was difficult to calculate, as the game's API no longer shares Z-axis information with the player, even with the use of addons. As such, some guesswork was done alongside some geometry using quest markers to calculate distances in 3D space, And since the quest tracker map pin only displays the distance to the point of the nearest available yard, these next figures may be subject to a little bit of rounding error.

The estimated value of each character's maximum survival altitude (without the boots) is as follows:

Control: ~64 yard drop. (Any non-Pandaren race, no momentum reduction abilities.)
Pandaren with their Bouncy Racial ~124 yards
Rogue with Safe Fall, or Druid with Feline Grace ~84 Yards

Using these heights is the point where the falling character may wind up exceeding the maximum amount of damage reduced by the boots, and though the item's damage will continue to scale.

Looks like Blizzard finally hit it with the nerf hammer unfortunately. At one moment I was one shotting groups of alliance. The next nothing. Couldn't even kill 2 targets. Oh well was fun while it lasted.
