I just looted this from one of the Honeyback Harvester events. It came from the honeycomb at the end on my fifth event, so it's not a 100% drop. I'm playing my rogue and the people in general chat hadn't seen it before, so there's a good chance this will only drop for rogues.

I didn't find out what it does, but here's what I found from testing:

The buff lasts 15 minutes.
There is no visual effect on the character, so it's not a cosmetic item. The tooltip saying it might be useful for something is probably true.
Pickpocketing random enemies in Stormsong Valley didn't yield any extra items.
As usual, friendly npcs and ones without pockets couldn't be pickpocketed. I tried this with Barry, the Mildenhalls, all enemy types at the Meadery, and the flight master with the bee mount.
Jelly drops from nodes weren't any better.
Just in case, I tried to interact with the golden rabbits that keep fooling people into thinking they're jelly nodes. That didn't work. It was a stretch anyway.

If I get another drop and find anything out, I'll come back and edit this with the new info.

Note: I spent a lot of time flying between areas for important npcs, jelly, enemies, etc. to test this on, so it's still possible that pickpocketing enemies or looting jelly does something, but with a very low drop rate.

I tested this for ~5 minutes before I got bored. I pickpocketed the Horde mobs in the Windshorn Hills. Each pick with the Honey yielded either a ton of Pocket Lint (up to 13 at a time), or a Honey-Glazed Dough, in addition to money. Both are gray vendor items. Picks without the Honey did not yield any of these items but still gave money.
