Somehow, I opened it on a lvl 33 character, ofcourse I couldn't accept the quest but... The item isn't limited to last only thru the event D:
Unless Blizz states it clearly that it won't, they shouldn't remove it after the event then :< That is because the quest ask you to go meet Chromie at the CoT, and offers you 2 event-specific quests.

I found this buried in my bank today. I clicked on it and accepted the quest "A Timely Invitation". I went to the Caverns of Time and Chromie was not there. I relogged, no Chromie. I popped in and out of a dungeon, no Chromie. I checked and the quest is not in my quest log.

I came here to Wowhead and read Hemingray's comment about the quest being a breadcrumb to the Memories of Azeroth raid, which was only available during Wow's 15th Anniversary. Apparently this is a dead questline. Do not waste your time like I did.

I didn't get the quest with my main but my alt has it. 2020 anniversary.

Didn't get the quest item in the mail this year. The next quests for The Originals and A Time to Reflect were still available from Historian Llore in the Caverns of Time.
