Summons an elite Data Anomaly, which has a chance to drop Progetto: Segnalatore Digitale Olografico
Got it on my 2nd kill.
Seems to drop from any mob on the island when the Data Anomaly quest is up.

Looted a Cracked Numeric Cylinder from killing Boggac Skullbash or some random mobs around that while killing Boggac. It is possibly related to the Quest Discs of Norgannon

Upon accepting the Quest, you are sent to L33-SR and he summoned a Data Anomaly in Worgen form, which was unknown for me until then (had farmed them for the Blueprints before). The spawned Data Anomaly has around 1.7 million HP if i remember correctly, and will scale with more people hitting it.

On my kill i only got a couple or Spare Parts, but seeing how each other Data Anomaly drops "something" (sometimes related to what they are/where they are from), my guess is that this Worgen Data Anomaly MIGHT drop something aswell.

How complete Cilindro Numerico Rotto:

1. drop Cilindro Numerico Rotto (i drop after kill Grugnitore Rodiscarti) /way 53,75, 40,41
2. create or find group if you have low lvl
3. go to /way 63,44, 56,91
4. speak with L33T-0R3
5. kill Anomalia di Dati
6. return quest /way 63,44, 56,91

As Dragonkin451 discovered here, this item will spawn either the rare Hogger or Razorclaw the Butcher Data Anomaly.

Data Anomaly rares are spawned by turning in one of four items that drop from NPCs around the island:

Cilindro Numerico Rotto spawns Hogger or Razorclaw the Butcher.
Frammento Grande del Magazzino spawns Balnazzar or Captain Kromcrush.
Disco Coperto di Ruggine spawns Baron Kazum or Crowd Pummler 9-60.
Disco Dati Bruciato spawns Baron Geddon.

Turning in one of these items will spawn one of the associated rare elites.* Like other rares, you will only receive loot on the first kill of each day, however this "lockout" is shared between the two elites for each item/group. If you've looted one rare elite, you can't loot the other one in the same group on the same day. For example, if you've looted Hogger today, Razorclaw won't drop loot.

Use this macro to determine which rare elites you can still loot today. "True" means you have already looted one of the NPCs in that group, and neither will drop more loot. "False" means you can still loot either one of the listed NPCs.

Kill all the scrapbone troggs, usually drops after 20-30 on the day that the Dischi di Norgannon quest is up.

Something to point out that'll save you plenty of time of farming for these things, is that these items will NEVER drop unless you complete the FIRST normal quest which is: Dischi di Norgannon

Once you complete this quest you are able to farm these four quest items VERY easily, they drop after the first few kills, really. I been farming for these items for around two months before I gave it a try to actually hand-in the first Discs quest and then try to farm and it seemed to work.

I usually never write here but I thought to point that out so people don't waste their time for no reason farming this endlessly only to find out it won't ever drop in the first place.

EDIT:
Friendly tip is that you can keep the items after you summon the Data Anomaly. You don't have to turn in the quest, just abandon it as soon as Anomaly dies, that way you can do this on a daily-basis until you get your blueprint or whatever item you're aiming to farm.
