It's ok I guess - nothing too fancy and you won't really see it with everything going on in raids or m+.

Remember to see the changes you need the Essence in your Major Slot not Minor.

I honestly cant see any difference between wings with this in the major and without it. Both look the same. If there is a difference its minuscule

I wanted to add that you do NOT need Rank 3 first, before getting the Hertz Locker achievement, to get Rank 4. I completed the Hertz Locker achievement when I had only Rank 2, then got Rank 3 a few weeks later. Today I talked to Prince Erazmin, picked the second dialogue options, and received Rank 4.

You have to complete La resistenza è utile on the character that you want rank 4 on.

I have completed the achievement and earned rank 4 on one character already. I talked to Prince Arazmin on another character and the option to obtain Turbina della Meccaperfezione is not available.
