From personal testing, this only reduces the strength of continuous push/pull effects that you usually have to run against (like Fine Inevitabile on Re Rastakhan). Testing done against player CCs (I tried stuns, knockbacks, roots) had no effect.

I tested this against the Signore delle Lame Ta'yak, the second boss in Heart of Fear. When he hits sub-20%, he casts Tempesta Scatenata which fills the sides of the room with very harsh winds that are intended to push you away from the boss if you try to leave the center.

With the punchcard, I was just barely being pushed back by the winds.

Without the punchcard, I needed about 50% bonus movespeed to be moving at the same pace as I was with the punchcard.

Considering this drops from Re Meccagon himself, it's probably intended to help you deal with his Magnetobraccio ability in Phase 2.

EDIT: Tested this against the electric pushback on Blackwater Behemoth. With the punchcard, the push was barely even noticeable. I just had to inch forward every 1-2 seconds instead of actively having to keep swimming against it.
