This fish is related to part 2 of the secret fish achievement series, Pesci segreti e dove trovarli.
To start this you'll need to complete part 1.

The goggles:
With the Occhiali dei Pesci Segreti buff applied a small fish in a bubble will spawn somewhere within 40 yards of you. If you have sound on you'll hear bubbles when it spawns then 5-10 seconds later the fish will become visible at which point you'll be able to click it. The fish can be clicked while mounted, you do not need to be in water for it to spawn and it will spawn every 25-30 seconds.

Best way to do this is find a spot that is flat and with few surrounding objects (trees, rocks, etc) and just spin your camera around until you see the bubble.

The Fish!
Each time you click the puffer you'll be given a random fish, most of the time it will be the white "junk" fish for whichever area you're in as well as the occasional grey item, with the exception of Dalaran where you'll commonly get coins usually caught from the eventide fountains.

Catchrate is quite low for many of these so expect to spend a fair amount of time for this.

I've split the fish into different catergories.

The common:
These fish can be caught anywhere at any time of the day, save these lot for last as you'll probably get most if not all of them hunting the others.

4. Pesce Imitatore Invisibile
5. Minibalena
6. Pinnasalina Collezionabile
7. Ghiozzo Viaggiatore
8. Osmero Invisibile
If you're still missing these after you catch the others, the best places to catch these are on the floating islands, like the ones scattered around Outland Nagrand (45.9, 59.9). Stand on the edge of the island and the fish will spawn in an arc around your character, shown here in green (Dalaran island used for an example): https://i.imgur.com/vrIYGgB.jpg

The zone exclusive:
These fish can only be caught in specific zones and sometimes even in very specific areas within zones.
9. Merluzzo Sangue Marcio - Nazmir, Zul'Nazman.
10. Pesce Storico di Giada - Jade Forest.
11. Sogliola Tonante - Isle of Thunder.
12. Pesce Pagliaccio del Kirin Tor - Dalaran (Broken Isles/Northrend).
13. Sgombro Meccanizzato - Mechagon.
14. Delizia della Regina - Nazjatar.
15. Manapinna Antico - Suramar. Anywhere in the Suramar city harbour. (Credit to Roguezs).
16. Pesce Prigioniero - Tol Barad (PvP area). Anywhere in the zone, the bridge that connects the two islands is a great place for this one, just make sure you're on the PvP area side of it (check minimap).
17. Pesce di Fiordo Spinato - Howling Fjord.
18. Liscavile Morto - Argus, Krokuun and Antoran Wastes. (Credit to Padwarle and Neryssa).
19. Tortolliano da Acquario - Drustvar, under Anyport in the underwater Tortollan bar called 'The Drunk Tank'.
20. Platessa dell'Aria Rarefatta - Neverest Pinnacle, Kun-Lai Summit. (Credit to Qaccy and Pungyo).
21. Guardingo del Pozzo - Mount Hyjal, in the lake under Nordassil.
22. Pesciolino Annegato - Drowned Lands (46, 50) in Stormsong Valley. (Credit to Bobins666).
Note: With the exception of the Tank Deweller (Fish 19), these are confirmed locations and may not be the only location within the zones where they can be caught. For the Tortollan Tank Deweller, I was only able to catch it once I was in the very specific sub-zone (where the name changes above the minimap).

For those suffering from woeful luck with the rarer fish, like the Platessa dell'Aria Rarefatta, this was discovered by Asmundr.

To everyone who is having trouble looting some fish. You need to approach the places like Neverest and Nordrassil on foot without a flying mount (There is a small path just before the Neverest peak) Then the 100% dropchance Fishes don't bug out and are lootable once more (Thin Air Flounder and Well Lurker) Alternatively just use the goggles when standing at those places when they are off CD.

If you're still having issues, clearing your bags of all secret fish (vendor or delete them) may also fix it.

The time scheduled:
These fish can only be caught within certain times, while one is active, the other is not. Whichever fish is active at the time can be caught in any zone.
23. Pesceluna Elusivo - Night only. 9:30pm to 8am.
24. Assorbisole Dorato - Day only. 8am to 9:30pm.
Note: We're not sure on the specific day/night switch over time, the above is just based on the times we've been catching them. If you catch these outside of the posted times let me know. Make sure its server time, not your local time.

The dead:
These fish can only be caught while the player is dead. Once you're a ghost these fish can be caught in any zone. (Credit to FenixInfinito).
25. Fantasma Velato
26. Pescevitreo Occhiuto
27. Galleggiante Silenzioso
28. Salmone Spirituale
Best place to catch these on any floating island, like the one directly behind the southern bank of Broken Isles Dalaran. Suicide by flying up and dismounting. This zone has ghost flying and if you stand on the edge of the island the fish will spawn in an arc around your character, shown here in green: https://i.imgur.com/vrIYGgB.jpg

The buffed:
29. Pesce Specchio Verde - Requires the Dipinto di Verde buff from the Mechagon mechanocat painting station (63, 42). This can be applied by walking over the green puddle on the station or having another player throw a Vescica Piena di Vernice Verde at you. (Credit to Sishrot).

The sporadic:
30. Pinnascarto Rimosso - Can be caught in the "future" version of Mechagon that Cromie sends you to for the quest L'altro posto. Unfortunately this daily is only available sporadically. (Credit to Lacrit).

Can anyone more clearly explain where this fish is? The guide only says 'a swamp area' which I take to mean RestLess Front but 3 hours in and no fish, but tons of other rares, some even repeating.

So I must be doing something wrong.

I feel that we must be utterly clear on this point as, had i and several others tonight realized it could have saved us hours.

When you portal to Tol Barad, you actually end up on Tol Barad Peninsula.. what you need to do is head south, across the bridge to the main tol Barad Island. Then on the west side is the swamp area with crocs on it.

2 hours 2 of us searched the peninsular for nothing. 10mins on the Southern island and i got mine.

The portal to Tol Barad Peninsula is still on the island in NE Stormwind, at 73.25 18.43

Once you're in Tol Barad Peninsula, you need to go to the Southern island, via the bridge at 66.86 81.51

In case i'm not the only idiot out there, it's Tol BARAD from Cataclysm, not Tol Dagor in Kul Tiras. The other creepy island prison. Took me an embarrassing amount of time to figure that out.

Head to the bridge that spans across both islands, I got it on the first catch, stayed a minute longer and got 3 other ones I didn't have yet.

In case anyone is wondering, you can get these from bubbles while the battle is going on. I spent about 10 minutes in the swamp area trying to get it before the battle began, ran back to the swamp after the battle started, and got a prisoner fish and a camouflaged snark in the first bubble after pvp began. And a prisoner fish and a collectible saltfin in the second bubble.

While many have clarified that this fish can only be found on the southern half of Tol Barad (where the battle happens), I want to add this data point: your faction does not have to control Tol Barad, nor do you need to be flagged for PvP, in order for you to find this fish.

I am horde, and when I went hunting for this fish, the alliance controlled Tol Barad. I crossed the bridge and did not get flagged for PvP (edit: if the battle is in progress you will get flagged, so wait until the battle is over if you're PVP-averse). I turned right and went up to West Spire, and the second bubble I collected there contained a Prisoner Fish (and an Invisible Smelt for good measure).

So if you check Tol Barad and think "aw rats, my faction doesn't have control, I won't be able to get the fish," or "I'm gonna get ganked if I try to get it," don't worry about it, you can get it just fine.

Excellant advice. I got mine on the bridge just before a battle. First Cast! Results may vary. :) It took me more than 50 casts to get a fish that other people said they got in 1
or 2.

Ran around for over an hour. Only found 4 bubbles on both islands, one on the bridge despawned immediately after I found it. All common fish, no rares. This achievement is sucky, people make it sound like you see bubbles everywhere all the time. So far I'm going on 3 hours and have found 7 total, no rares, all common. Be prepared for HOURS of just running around looking for them.

Found in the swampy area just west of Baradin Hold. 12 min till battle, my faction had the area, though I don't think either of these affect the spawn. Took about 5 min to find it.

i stopped on the bridge between the 2 islands an i already had my goggles on, 2nd bubble appeared an i got mine right on the bridge after 2 bubbles ...to easy...along with a very tiny whale at the same time lol

Highly recommend the swamp area! After running around for over an hour on the Peninsula, I got it within my first two bubbles in the swamp. Anyone unfamiliar with Tol Barad (like me!) -- the bridge refers to the BIG bridge on the bottom of the map once you arrive on the island. There's more than one bridge on the map and it can be easy to be confused if you're unfamiliar with the area/map.

I couldn't get all the way across/stop on the bridge without the opposite faction coming at me... so i dropped into the water with my Underlight Angler... bubbles are a little hard to see down here, but if you stay close to the fighting side, you are in Tol Barad - just make sure you don't swim into Peninsula waters.
