This fish is related to part 2 of the secret fish achievement series, Pesci segreti e dove trovarli.
To start this you'll need to complete part 1.

The goggles:
With the Occhiali dei Pesci Segreti buff applied a small fish in a bubble will spawn somewhere within 40 yards of you. If you have sound on you'll hear bubbles when it spawns then 5-10 seconds later the fish will become visible at which point you'll be able to click it. The fish can be clicked while mounted, you do not need to be in water for it to spawn and it will spawn every 25-30 seconds.

Best way to do this is find a spot that is flat and with few surrounding objects (trees, rocks, etc) and just spin your camera around until you see the bubble.

The Fish!
Each time you click the puffer you'll be given a random fish, most of the time it will be the white "junk" fish for whichever area you're in as well as the occasional grey item, with the exception of Dalaran where you'll commonly get coins usually caught from the eventide fountains.

Catchrate is quite low for many of these so expect to spend a fair amount of time for this.

I've split the fish into different catergories.

The common:
These fish can be caught anywhere at any time of the day, save these lot for last as you'll probably get most if not all of them hunting the others.

6. Pinnasalina Collezionabile
7. Ghiozzo Viaggiatore
8. Osmero Invisibile
If you're still missing these after you catch the others, the best places to catch these are on the floating islands, like the ones scattered around Outland Nagrand (45.9, 59.9). Stand on the edge of the island and the fish will spawn in an arc around your character, shown here in green (Dalaran island used for an example): https://i.imgur.com/vrIYGgB.jpg

The zone exclusive:
These fish can only be caught in specific zones and sometimes even in very specific areas within zones.
9. Merluzzo Sangue Marcio - Nazmir, Zul'Nazman.
10. Pesce Storico di Giada - Jade Forest.
11. Sogliola Tonante - Isle of Thunder.
12. Pesce Pagliaccio del Kirin Tor - Dalaran (Broken Isles/Northrend).
13. Sgombro Meccanizzato - Mechagon.
14. Delizia della Regina - Nazjatar.
15. Manapinna Antico - Suramar. Anywhere in the Suramar city harbour. (Credit to Roguezs).
16. Pesce Prigioniero - Tol Barad (PvP area). Anywhere in the zone, the bridge that connects the two islands is a great place for this one, just make sure you're on the PvP area side of it (check minimap).
17. Pesce di Fiordo Spinato - Howling Fjord.
18. Liscavile Morto - Argus, Krokuun and Antoran Wastes. (Credit to Padwarle and Neryssa).
19. Tortolliano da Acquario - Drustvar, under Anyport in the underwater Tortollan bar called 'The Drunk Tank'.
20. Platessa dell'Aria Rarefatta - Neverest Pinnacle, Kun-Lai Summit. (Credit to Qaccy and Pungyo).
21. Guardingo del Pozzo - Mount Hyjal, in the lake under Nordassil.
22. Pesciolino Annegato - Drowned Lands (46, 50) in Stormsong Valley. (Credit to Bobins666).
Note: With the exception of the Tank Deweller (Fish 19), these are confirmed locations and may not be the only location within the zones where they can be caught. For the Tortollan Tank Deweller, I was only able to catch it once I was in the very specific sub-zone (where the name changes above the minimap).

For those suffering from woeful luck with the rarer fish, like the Platessa dell'Aria Rarefatta, this was discovered by Asmundr.

To everyone who is having trouble looting some fish. You need to approach the places like Neverest and Nordrassil on foot without a flying mount (There is a small path just before the Neverest peak) Then the 100% dropchance Fishes don't bug out and are lootable once more (Thin Air Flounder and Well Lurker) Alternatively just use the goggles when standing at those places when they are off CD.

If you're still having issues, clearing your bags of all secret fish (vendor or delete them) may also fix it.

The time scheduled:
These fish can only be caught within certain times, while one is active, the other is not. Whichever fish is active at the time can be caught in any zone.
23. Pesceluna Elusivo - Night only. 9:30pm to 8am.
24. Assorbisole Dorato - Day only. 8am to 9:30pm.
Note: We're not sure on the specific day/night switch over time, the above is just based on the times we've been catching them. If you catch these outside of the posted times let me know. Make sure its server time, not your local time.

The dead:
These fish can only be caught while the player is dead. Once you're a ghost these fish can be caught in any zone. (Credit to FenixInfinito).
25. Fantasma Velato
26. Pescevitreo Occhiuto
27. Galleggiante Silenzioso
28. Salmone Spirituale
Best place to catch these on any floating island, like the one directly behind the southern bank of Broken Isles Dalaran. Suicide by flying up and dismounting. This zone has ghost flying and if you stand on the edge of the island the fish will spawn in an arc around your character, shown here in green: https://i.imgur.com/vrIYGgB.jpg

The buffed:
29. Pesce Specchio Verde - Requires the Dipinto di Verde buff from the Mechagon mechanocat painting station (63, 42). This can be applied by walking over the green puddle on the station or having another player throw a Vescica Piena di Vernice Verde at you. (Credit to Sishrot).

The sporadic:
30. Pinnascarto Rimosso - Can be caught in the "future" version of Mechagon that Cromie sends you to for the quest L'altro posto. Unfortunately this daily is only available sporadically. (Credit to Lacrit).

All this information on where to find the fish is great, but what am I gonna do with these fish once I found them? They sit in my bags. Taking up bag space and being pretty. And useless.

I got it in two locations:

Tol barad Battleground /way 41,92, 43,76 after one try
Kalimdor > Tanaris /way 58,87, 51,10 after 5min

I saw one while running Operation Mechagon... wasn't able to get it because a party member went "what's this?" and picked it up.... and I've spent another couple of weeks still trying to get one... the very last one I need :( :( :(

I just got a Very Tiny Whale out of the Hyper-Compressed Ocean while camping Rustfeather. So, apparently you can get them from there as well!

Well after trying in 50 minutes at Kaskala i gave up on that spot but will mention that while i tryed there i got

Collectable saltfin
Travelling goby
Unseen mimmic

Took me an hour and 45 minutes to get this as my last fish. I've tried Outland, but It didn't really work.

I've searched for some advice and someone told me to try Jade Forest since you get 2x Secret Fish in Jade Forest for some reason. I've farmed it in jade forest and got it in around 15 minutes.

If you're struggling with some of these uncommon fishes, really, try Jade Forest, every time you get a blue fish, you get two of them.

After 4-5 hours today at various locations mentioned here I gave up and handed in an old quest in Pandaria. While there I thought I would give it a go. It spawned for me 67, 38 in Karasarang Wilds, near Nat Pagle. I stood on a rock doing the jumping method (hear the splash, fly up about 30yrds then come down to get the spawn appearing below you). It took about 20 bubbles.

This was the last fish I needed (aside from the Golden Sunsoaker), and it took approximately 560 spawns before I finally got it. My lucky spot was on one of the small floating islands in Nagrand (as many have recommended) at around 01:40am server time (Alterac Mountain US), solely because it was very easy to collect them there without missing any. Hopefully you find it faster! /way nagrand:outland 45.29 61.59

Kaskala is a very good source for the "common" fishes. I caught multiple Osmero Invisibile, Assorbisole Dorato, Snark Mimetizzato, Ghiozzo Viaggiatore, Fauci Ingannevoli and Minibalena within an hour.
There is a good spot behind the benches with good visibility to the surrounding area at 67.1 53.0

At level 8 in Goldshire...I got the Very Tiny Whale and Invisible Smelt within my first 25 fish from the Hyper-Compressed Ocean.

I have read all these comments, maybe RNG was at play, but my experience was that i spent hours ont he sky island in outland, ages in tanaris outside the caverns of time. Borean tundra- nope, Goldshire-nope, Pandaria - nope, even tried the hyper compressed ocean (granted it can give you ANY fish at average of 15 sec per cast for (1) x 15min toy use) - nope.

Went to Tol Barad, the contested area when my beloved Alliance were being attacked by the filthy Horde, as a Lvl 60 Shadowlands toon, i set up placed myself at the northern flag winning building (what ever its called) scaring off a 52 horde scum whilst i was at it, stood just to the west of the flag so that i could see up and down the building a bit (and still winning the falg for my faction). Looted maybe 10 of the secret fish whilst i was there. BAM Very Tiny Whale, last of my secret fish.

This one was the last fish I needed for the achievement.
After reading A LOT about all the fish, something that was common was the "higher chance to get the fish while in PVP flagged areas"
After what seemed forever, and trying ALL the spots mentioned here, I decided to turn WM on and go to Tanaris (Outside Caverns of Time) and BOOM!
Got my Minibalena in 7 tries <3

in Foresta di Giada at /way 42, 62, in around 10 tries (in the same bubble with Pesce Storico di Giada).
in Nagrand at /way 50, 30.
