This fish is related to part 2 of the secret fish achievement series, Pesci segreti e dove trovarli.
To start this you'll need to complete part 1.

The goggles:
With the Occhiali dei Pesci Segreti buff applied a small fish in a bubble will spawn somewhere within 40 yards of you. If you have sound on you'll hear bubbles when it spawns then 5-10 seconds later the fish will become visible at which point you'll be able to click it. The fish can be clicked while mounted, you do not need to be in water for it to spawn and it will spawn every 25-30 seconds.

Best way to do this is find a spot that is flat and with few surrounding objects (trees, rocks, etc) and just spin your camera around until you see the bubble.

The Fish!
Each time you click the puffer you'll be given a random fish, most of the time it will be the white "junk" fish for whichever area you're in as well as the occasional grey item, with the exception of Dalaran where you'll commonly get coins usually caught from the eventide fountains.

Catchrate is quite low for many of these so expect to spend a fair amount of time for this.

I've split the fish into different catergories.

The common:
These fish can be caught anywhere at any time of the day, save these lot for last as you'll probably get most if not all of them hunting the others.

If you're still missing these after you catch the others, the best places to catch these are on the floating islands, like the ones scattered around Outland Nagrand (45.9, 59.9). The zone exclusive:
These fish can only be caught in specific zones and sometimes even in very specific areas within zones.
9. Merluzzo Sangue Marcio - Nazmir, Zul'Nazman.
10. Pesce Storico di Giada - Jade Forest.
11. Sogliola Tonante - Isle of Thunder.
12. Pesce Pagliaccio del Kirin Tor - Dalaran (Broken Isles/Northrend).
13. Sgombro Meccanizzato - Mechagon.
14. Delizia della Regina - Nazjatar.
15. Manapinna Antico - Suramar. Anywhere in the Suramar city harbour. (Credit to Roguezs).
16. Pesce Prigioniero - Tol Barad (PvP area). Anywhere in the zone, the bridge that connects the two islands is a great place for this one, just make sure you're on the PvP area side of it (check minimap).
17. Pesce di Fiordo Spinato - Howling Fjord.
18. Liscavile Morto - Argus, Krokuun and Antoran Wastes. (Credit to Padwarle and Neryssa).
19. Tortolliano da Acquario - Drustvar, under Anyport in the underwater Tortollan bar called 'The Drunk Tank'.
20. Platessa dell'Aria Rarefatta - Neverest Pinnacle, Kun-Lai Summit. (Credit to Qaccy and Pungyo).
21. Guardingo del Pozzo - Mount Hyjal, in the lake under Nordassil.
22. Pesciolino Annegato - Drowned Lands (46, 50) in Stormsong Valley. (Credit to Bobins666).
Note: With the exception of the Tank Deweller (Fish 19), these are confirmed locations and may not be the only location within the zones where they can be caught. For the Tortollan Tank Deweller, I was only able to catch it once I was in the very specific sub-zone (where the name changes above the minimap).

For those suffering from woeful luck with the rarer fish, like the Platessa dell'Aria Rarefatta, this was discovered by Asmundr.

To everyone who is having trouble looting some fish. You need to approach the places like Neverest and Nordrassil on foot without a flying mount (There is a small path just before the Neverest peak) Then the 100% dropchance Fishes don't bug out and are lootable once more (Thin Air Flounder and Well Lurker) Alternatively just use the goggles when standing at those places when they are off CD.

If you're still having issues, clearing your bags of all secret fish (vendor or delete them) may also fix it.

The time scheduled:
These fish can only be caught within certain times, while one is active, the other is not. Whichever fish is active at the time can be caught in any zone.
23. Pesceluna Elusivo - Night only. 9:30pm to 8am.
24. Assorbisole Dorato - Day only. 8am to 9:30pm.
Note: We're not sure on the specific day/night switch over time, the above is just based on the times we've been catching them. If you catch these outside of the posted times let me know. Make sure its server time, not your local time.

The dead:
These fish can only be caught while the player is dead. Once you're a ghost these fish can be caught in any zone. (Credit to FenixInfinito).

26. Pescevitreo Occhiuto
27. Galleggiante Silenzioso
28. Salmone Spirituale
Best place to catch these on any floating island, like the one directly behind the southern bank of Broken Isles Dalaran. Suicide by flying up and dismounting. This zone has ghost flying and if you stand on the edge of the island the fish will spawn in an arc around your character, shown here in green: https://i.imgur.com/vrIYGgB.jpg

The buffed:
29. Pesce Specchio Verde - Requires the Dipinto di Verde buff from the Mechagon mechanocat painting station (63, 42). This can be applied by walking over the green puddle on the station or having another player throw a Vescica Piena di Vernice Verde at you. (Credit to Sishrot).

The sporadic:
30. Pinnascarto Rimosso - Can be caught in the "future" version of Mechagon that Cromie sends you to for the quest L'altro posto. Unfortunately this daily is only available sporadically. (Credit to Lacrit).

Got mine at the southern edge of the Shattered Fields near where Commander Sathrenael spawns. Had no luck with other parts of Krokuun, but realized I could likely replicate the lone island strategy for farming dead/common fish and just sit at the edge. Didn't matter because I got it on my first try there.

I hadn't unlocked Argus yet on the character that I was doing the secret fish achievement on. To get to Argus, I had to complete Uniting the Isles quest from Khadgar in the Violet Citadel, then go to Krasus' Landing and complete Armies of Legionfell from Khadgar. After completing the scenario and turning in that quest, I then had to return to the Violet Citadel to start The Hand of Fate/The Hand of Fate.

Once I progressed to Argus on the Vindicaar, I started catching vendor trash from the bubbles (Weeds, Scoured Fishbones, etc.). After thirty bubbles, I figured maybe additional progress was needed in the Argus line, so I started going through the Krokuun introduction. I ended up getting the Dead Fel Bone while completing The Prophet's Gambit in the Krokul Hovel, so I may have just been too impatient initially.

A good spot for safe farming is Kil'jaeden's Terrace, in the ring there (50.3, 17.5). Standing in the middle, the fish will spawn around the edges of the ring almost exactly, making them easy to find since the area is open, flat, and devoid of any aggressive monsters.

I think secret fishing in Argus is a bit bugged.
The guide says "Argus, any zone", but I was not able to get it in Mac'Aree, neither at Prophet's Reflection, nor on the Vindicar. Instead, in over one hour, I got many generic secret fishes and a lot of BfA fishes (Lane Snapper, Frenzied Fangtooth and a few Midnight Salmon).
On the Vindicar, while being over Krokuun and Antoran Wastes, I caught only grey junk, no BfA fishes anymore.
I was able to catch it (after a few drops of junk) as soon as I went to Shattered Fields in Krokuun, next to Commander Sathrenael, as suggested in a few other posts.

DO NOT TRY TO FIND IT IN MAC'AREE. I have spent hours there catching 7 other secret fish and 100+ other normal fish from Kul'tiras without catching the Dead Fel Bone. Within 10 tries, I've caught it at /way 34.50, 76.48 in Krokuun. I can confirm it does not spawn in Mac'aree.

Spent 30 min in Mac'Aree, randomly going all over as the guide said anywhere in Argus works for the Bone. NOTHING. Gave up and went to Hopes landing in Antoran Wastes...First 2 fishy bubbles seen (right as we spawned into the zone), both my husband and I looted the Liscavile Morto. I think that since it is a Dead Fel Bone, that its logical to have a fel item being looted in a fel tainted zone, Ma'Aree is not fel tainted as much as Antoran Wastes.

You need to do the introduction quests all the way TO Vengeance, which Illidan gives you. You don't have to do that one, but that's the next quest. Until then, you will only get grey items. I was standing right next to Illidan when I finally got this to drop. I had done two of the three quests leading up to that and was getting greys until I did the 3rd one. Ahhhh. It dropped the first fish after I turned the 3rd one in.

I haven't completed the intro quest on this character and had friends summon me in. So far, all I have looted are greys after an hour of fishing- no fish at all. Rocks and Weeds. I am guessing you have to have unlocked it the official way to get in. That was lovely of them. If anyone else has the same issue, I would say don't do what I did. All the other fish I have done were fairly quick, less than an hour (sometimes almost instant other than travel time) so I think they did this to force Argus on people. I did it all on my warlock so here we go. I think that wasn't the nicest move on their part, but there it is. This was all done in Krokuun, including on the ship.

I found the best way (for me) to get this was:

1. Travel to Vindicaar - Krokuun (i.e. the one you would go to from the portal in Dalaran).
2. Talk to Grand Artificer Romuul (by the teleporter). He will teleport you to the introductory part of Krokuun, at around 62.76 81.53..
3. Stand by the teleporter leading back to the Vindicaar (it's right behind you when you teleported down) and stare ahead at the road.

At that location, the fish globes can only spawn in a single direction - straight ahead, on the road.leading away from the teleporter. Simply mount up and wait, grab a fish, head back toward the teleporter, lather/rinse/repeat.

I got mine on the very first bubble, but I stayed around long enough to verify that they all will spawn directly ahead of you every 20-30 seconds. Out of ten bubbles (an admittedly tiny sample), I got the following:

* Dead Fel Bone x2
* Tangled Fishing Line x2
* Tattered Cloth x2
* Weeds x2
* Glimmering Scale x1

So you shouldn't have to wait long at all to get this fish.

For anyone who doesn't have access to Argus because they haven't completed the questline yet : Step1. Go on the group finder and look for a group that is doing Antorus tmog run, get invited, get summoned, leave group (say something came up and need to go). Step 2, Go to hope's landing, unlock the landing pad.Nearby it there is a portal to the Vindicaar, take it. Once you are on it go to the teleportation pad and all the locations will be unlocked.

Took me less than 5 min to get there (depending on if there are groups doing Antorus, if not you can go around do the other fishes and sometimes ckeck out the group finder to see if someone posted some runs).

EDIT : In the worst case you can use Wormhole Generator: Argus And start from step 2

I managed to get the fish for this on the third pop by hanging out in the Vindicaar, using the same trick that was mentioned for the fish that you have to pick up when dead. The easiest way to get them where you don't have to run around? Stay in the Vindicaar, but head to the teleporter. Go around the teleporter to stand at the very tip of the ship. Turn your camera around to face the teleporter and stay there. The fish will spawn at the top of the stairs - run out, pick up, then run back to the point. Saves you time and gear repairs if running around on Argus itself.

I'm not sure how this will work with potential phasing but I got it in less than five minutes. Hope it helps!

I went to Krokul Hovel, Krokuun...just north east along the path you come to a small clearing with six paths leading off of it. I stood in the middle and found the fish in five mins.

The ship appears to have significantly higher drop rate. I got it on the first try while on a non-Mac'Aree zone 20 tries weren't enough. Of course it could be luck but others here appear to report easy drops on the ship.

I had great luck in Krokuun at 46 63 because it's the edge of a dark stone ledge and the bubbles show up really well against the dark stone. There were only a couple spawns that I couldn't find but I had my secret fish in no time and with little frustration. Good luck! (I tried the Vindicaar like others have mentioned but didn't like it, I still had to do a lot of running and chasing.)

For people like me that didn’t play legion. This fish is located in The Broken Isles --> Argus --> Krokuun.
To unlock Argus you need to do a few quests.

Start by going to Legion Dalaran (Take the portal in Orgrimmar to Azsuna then fly to the Dalaran island floating in the sky).

Go to the Violet Citadel (About /way 30 48). Talk to Archmage Khadgar and get the Uniting the Isles quest.

Armies of Legionfall and Assault on Broken Shore will be located around (/way 69 48), also from Archmage Khadgar.

Once you complete these quests, return to /way 30 48 to pick up Hand of Fate. Follow this questline and it will take you to Argus.
