This item appears to be attached to the micro-holiday Free T-Shirt Day and appears to award the title <NAME> the T-Shirt Enthusiast. This title was temporary on the PTR according to outside sources.

With the patch that simply allows this by tranmog, this item is obsolete, correct? Although it does allow you to do so without a trip to the transmoger.

Fellow druids: try clicking off the buff from this item while flying. You'll do some really spectacular pirouettes! (At least, that's what happens in the Legion flight form.)

Obtained as random drop during "Free T-shirt Day". Using it hides items from your chest to show the shirt below it, and grants you the title "T-Shirt enthusiast". The item disappears after 1 day. The buff is 3 days. This is somewhat useless, as you can transmog it like this too. Even the availability of the title disappears...
