"Joe" is a fairly common name given to sailors in sea shanties (most prominently in "Haul Away Joe", but certainly in many others). That being one of the most common sea shanties, there are a large number of variations of it, far too many to attempt to document here. The chorus is generally a variation on "Way, haul away, we'll haul away, Joe" and the lyrics will often contain verses like the following:

When I was a little boy
So my mother told me, to me
That if I did not kiss the girls
My lips would grow all moldy

First I met a Spanish girl
And she was fat and lazy
Then I met an Irish girl
She damn near drove me crazy

I found meself a Yankee girl
And sure she wasn't civil
So I stuck a plaster on her back
And set her to the Devil

Sheepskin, pitch, and beeswax
They make a bully plaster
The more she tried to get it off
It only stuck the faster

I courted then a Frenchie girl
She took things free and easy
But now I've got an English girl
And sure she is a daisy

So listen while I sing to you

The nationalities of the girls met and their specific problems vary based on the prejudices of the singer and crew, naturally. It's also worth keeping in mind that most of the versions of shanties we've inherited have been sanitized in various ways, so the original lyrics were probably a bit more explicit.

(The question marks in-game and odd symbols here probably indicate that the developers accidentally pasted "smart quotes" before and after the name, which are unprintable characters in some fonts.)

I don't know how long this has been a thing, but I just noticed my Sea Shanty item turned into a gray! Anyone know what this means? Picture here!

Make sure to loot the Shanty when it drops on the first kill of this mob. It looks like he will not drop it on subsequent kills. So if you don't loot him or forget to loot the item on your first kill you might miss this item and won't be able to complete the achievement at this time. I hope blizzard will fix this fast.

I reckon this is happening because he is a rare mob, and due to that his loot is considered one time only. Sadly the Shanty is not mailed to you if this happens by the postmaster.

Titus Flavius Josephus, commonly referred to as just "Josephus", was a Jewish-Roman scholar who is recognized as having written some of the most important works of early Jewish history. A curious choice for the subject of a sea shanty.
