Here is how this works:

You buy Rapporto Esplorativo: Avamposto degli Arialesta from Ransa Piuma Grigia (The Honorbound emissary)

It unlocks follower mission Avamposto degli Arialesta (Avamposto degli Arialesta)
After 3-6 hours you can take a quest Rapporto di Missione: Avamposto degli Arialesta.
If you had full bags, check your post for the item
Following quest Avamposto degli Arialesta is to go and build outpost.
Outpost is located in Drustvar (South-east at 66.15 59.52)

This steps unlocks windrider in Drustvar <= map
Now you have to wait for the next Rare follower mission Chiamata della natura to pop up
After 3-6 hours you get Potenziamento Avamposto Rapporto di Missione: Richiamo della natura quest.
Following quest Magia Totemica is upgrade outpost quest for this outpost

When you use the item I checked to see when the mission expires, and it said "20 Days 23 Hours". Could be bugged idk checked it as soon as I realized all of my followers were on missions :D

For me this mission had 2x Wickerbeasts which both required the Combat Specialist ability to counter.

Possibly the required counters are variable... possibly they aren't - but it wasn't a horrendously difficult mission to counter. A blue quality Arcanist Valtrois plus a troop was sufficient to cap 100% odds of success.

And after buying and using the mission scroll my addon reported the mission would expire in 21 days time - so you've got plenty of time to let troops get back from other missions first.
