I received these lures from turning in the Pesce Segretissimo quest. The quest itself was auto-given after I looted a Pesce Segretissimo from a Pesce Segreto bubble. I was in Bastione when I looted it with a SL fishing skill of 89.

Using the lure popped up a Pesce Segreto with a new ID, and clicking on it turned me into a look-alike of a secret fish with a buff called Presa Pesce.

I'm still not entirely certain what this does, but I will update if/when I find out.

Update: More of these can apparently be purchased from Danielle Lancialenza after the quest is turned in, and the Secretest Fish can be looted in all Shadowlands zones.

UPDATE: While using the Esca del Pesce Segreto tonight, I was able to apply additional visuals to the lure. I first applied a Campione di Poltiglia Fluorescente to myself, and then used the lure, which added a glow onto my fish appearance. Then I went to a slime cat, used the Secret Fish Lure again, gained the fish appearance, and then pet the slime cat to successfully add another visual layer with the Schifo debuff. This does not work if you pet the cat first, the lure has to be used before petting the cat.

There seems to be no Requirements to receive the Secretest fish from a bubble. I have 1 in Shadowlands fishing as I just picked fishing up a few days ago and have not yet worked on it. Have been going for the ocean and so I had my goggles on. I think I probably looted 5-10 fish Revendreth before this popped. Extremely lucky, I know.
