The book is in the room above the last boss(s) Lord and Lady Waycrest. You can go back to that room after you kill them.

In case you are as slow as I am.
After killing the last boss I realized I didn't have the book.
Following the advice in this page, I went back to the room where were the Waycrests, I could see the book but I couldn't reach the upper part of the floor. I tried jumping around but to no avail.

So I went back to where the last boss was and took the opposite path, at the end there was an orb, I passed thought looking for a passage. Suddenly there was some weird evil looking stuff, and I was at the spot where the book was, and I get it without trouble.

Can't be looted on Mythic+ Difficulty

For those wandering the area and seeing the quest active - NOTE> You need to be in the Dungeon instance to complete this quest. I wandered around for a while wondering why I couldn't see anything. Then it dawned on me.......You have to be in the Waycrest Manor dungeon.
