Note you don't actually get a new Whistle - the old one just starts to work again in BFA once you get World Quests up and running.

IE - friendly with the three reps and do the quest. Once you can do WQ - you can use Fischietto del Maestro di Volo again.

Sadly, for some reason, at least on the three characters I tried it on, it is working perfectly in BfA, but go to Argus, and I get the error, "You have not unlocked the flight whistle for this zone." Funny, all through Legion it worked fine. Is it suddenly no longer account wide? I've done the quests, during Legions. Except for Seat of the Triumvirate: The Crest of Knowledge, which I just finished and found out the Flight Master's Whistle is no longer working on this character.

According to a comment on a related page, you have to go back to Argus and use the whistle on the character that first bought the upgrade. Then it will register as upgraded for all of your alts. Please let me know if this works for you.
