This is part of a little chain-scam, starting with buying to Griftah the Sack of "Discarded" Hearthstones.
Then go to Rakle the Wretched and exchange it for the Much-Too-Hot Pepper
Then go to Trader Haw'li and exchange it for the Golden Seeds
Then go to Granda Watae and exchange it for the Centennial Blossom
Then go to Trader Nog and exchange it for the Preserved Night Elf Head
Then go to "Black Eye" Zenru and exchange it for the Counterfeit Rastakhan Mask
Finally go back to Griftah and get your new toy Zandalari Effigy Amulet
